Dubrovnik is the most expensive city in Croatia and possibly the most expensive in the former Yugoslavia.

The solution is not to stay inside the walls. Stay in Lapad or Gruz, take the bus into the old town (£2.50 return), eat lunch and dinner outside the walls, and save the old town for the experience rather than the logistics.
